Introduction:
ASC is an Australian Government business enterprise specialising in the design, construction, and maintenance of naval submarines and warships. Established in 1985, ASC has played a pivotal role in enhancing Australia’s maritime defense capabilities. The company is headquartered in Osborne, South Australia, and operates state-of-the-art shipbuilding and maintenance facilities. ASC’s commitment to innovation and excellence has positioned it as a key player in the global defense industry, contributing significantly to national security and defense readiness. In FY23, ASC’s revenues were circa. $760M with around 2,000 FTE.

ASC plays a crucial role in the AUKUS trilateral security pact between Australia, the United Kingdom, and the United States. As part of this partnership, ASC has been selected as the Australian Government's Sovereign Submarine Partner. This designation involves ASC in both the sustainment and construction of conventionally-armed nuclear-powered submarines. ASC will collaborate with BAE Systems to build the new SSN-AUKUS submarines at the Osborne Naval Shipyard in South Australia.

Purpose of the Position:
Reporting to the ASC Board of Directors, the Chief Executive Officer (CEO) is responsible for the overall leadership, performance, and growth of ASC. The CEO ensures that operations are properly resourced, developed, and effectively managed while delivering on the strategy and objectives related to ongoing and future projects.

This role is pivotal in navigating the complexities associated with ASC's significant organisational changes, particularly in light of potential new responsibilities under the AUKUS program. The CEO will oversee the expansion of ASC's organisational capability, the establishment of international entities, and the development of sovereign submarine build competence. Additionally, the CEO will manage the increase in contracts, supply chain complexities, and the establishment of an Australian nuclear environment. This includes ensuring compliance with stringent governance and cultural standards, enhancing cyber security measures, and fostering relationships with national and international partners. The CEO's leadership is crucial in driving ASC's strategic initiatives, ensuring sustainable growth, and maintaining operational excellence in a rapidly evolving industry.

The Candidate:
With ASC anticipated for rapid growth, it is critical that the business is led by a highly capable CEO with a depth of experience and reputation in the global Defence sector, ideally with specialist knowledge in submarines, nuclear or broader maritime sectors. ASC requires a CEO with significant leadership attributes, with the ability to build the global organisational capability required for the future. A strong stakeholder manager, this person will be required to position ASC as a lead partner for Australian, UK and US Governments across a range of competitive programs through developing and managing strategic relationships at the most senior levels.

Technical
  • Sound technical understanding of complex assets (preferably submarines) including the following:
  • Product safety considerations
  • Asset technical specification
  • Asset design and cost consideration
  • Engineering process and regulatory constraints
  • Awareness of Nuclear requirements, preferably having worked in a nuclear environment
  • Understanding of the business operational and technical complexities.
Strategic and Commercial Acumen
  • Commercially astute with a sound understanding complex businesses and commercial.
  • The ability to develop, manage and articulate strategy in a unique and changing global environment.
  • Ability to engage and gain trust in multi stakeholder environment (customer, shareholder and international partners, suppliers).
  • Ability to navigate a political complexity across a tri nation environment.
  • Significant commercial negotiation experience, preferably within a defence environment.
Financial and Risk
  • Ability to understand company accounts and financial metrics.
  • Strong understanding of business governance requirements including safety, security and cyber.
  • An awareness of Government Business Enterprise operating guidelines (Or willingness to learn them).
  • Ability to weigh up pros and cons relating to company’s strategic direction and manage risk appropriately.
  • Sound understanding of Operational Risk across product, people, technical specification, asset design, engineering process and regulatory constraints.
Communication, Influencing and Collaboration
  • Must be able to communicate and influence with confidence, authority, authenticity and presence to a large range of stakeholders in Aust, UK and USA across a range of complex and issues.
  • Able to listen well, understand and respond accordingly in an articulate and appropriate manner which results in positive action and outcome.
  • Collaborate both internally and externally across complex and diverse issues.
