THE ROLE

Reporting to the Board of Directors, Presbyterian Healthcare Services (PHS) is seeking their next Chief Executive Officer (CEO) of this well-respected, highly regarded health system with a 25+ year history as one of the leading fully "integrated systems" in the country. As an integrated health system, PHS owns and operates hospitals, a multi-specialty medical group, outpatient clinical operations, and one of the largest hospital-owned health plans in the U.S. The health plan’s revenue is $4B+; the delivery system’s revenue is $1.6B. The health plan services members who access care at both Presbyterian and non-Presbyterian facilities and physicians. Likewise, the hospitals and medical group accept patients from both PHP and other insurers. The model of care encompasses the entirety of the continuum of care, enhances collaboration, and allows for accountability for managed care results – across financial performance, quality performance, and health outcomes. The vision for the organization continues to be predicated upon the system’s deep experience of delivering high-quality clinical care and financing healthcare to address the health needs across the state and beyond.

ORGANIZATION BACKGROUND

Presbyterian Healthcare Services (PHS) exists to improve the health of the patients, members and communities we serve. We are a locally owned and operated not-for-profit healthcare system known nationally for our extensive experience in integrating healthcare financing and delivery. PHS is in a strong financial position with a “AA” bond rating (Fitch) and combined net revenues of over $5.6 billion. PHS is the largest private employer in the state of New Mexico with almost 14,000 employees.

PHS has grown from a small tuberculosis sanatorium founded in 1908, to a system of nine hospitals, a multi-specialty group practice with 1,100 providers, a statewide health plan, and other affiliated organizations. PHS serves nearly one in two New Mexicans with healthcare or coverage. It is one of the most progressive healthcare systems in the country.

PHS’ regional hospitals provide both acute and preventive care: from surgical, ambulatory and emergency services to health fairs, fun runs, and prevention and screening programs. PHS seeks to provide the most affordable and effective care possible with a focus on value-based care anchored in integration of the delivery of care and health plan. PURPOSE OF THE POSITION 

The Chief Executive Officer (CEO) of Presbyterian Healthcare Services (PHS) articulates and executes the strategic direction of the organization, working closely with the Board and Enterprise Leadership Team to elevate the brand, promote and advance the journey of clinical excellence, and energize PHS’ workforce and leadership to achieve the stated goals. As a vertically integrated delivery health system, PHS is able to leverage the continuum of care with optimization of resource utilization to improve healthcare quality, safety, and patient outcomes while reducing costs by serving as a “payvider”. With coordinated care and financial risk through its integration as a payer and provider, the next CEO will continue a focus on innovation and growth strategies, leveraging the health plan and delivery network, ensuring that PHS remains financially strong, responsive to consumers, and adaptive to ever-changing and competitive market conditions. The CEO will work closely with the board to shape the vision and to evaluate opportunities and partnerships that best position the organization to fulfill its mission to the communities served.

The CEO is responsible for providing executive leadership and is accountable for all operations, management, and financial performance for Presbyterian Healthcare Services. He/she assists in the development of, and is responsible for, carrying out goals, objectives, plans, and policies established by the Presbyterian Healthcare Services’ Board of Directors.

The CEO will ensure that PHS is very community-focused and meets the needs of the population it serves. He/she will support the system’s environment of accountability for operational and financial performance while ensuring excellence in clinical quality, patient safety, customer service, and employee engagement, as well as both physician and patient satisfaction.

The selected candidate will be a seasoned healthcare executive with a proven track record of driving success and innovation at a highly complex, integrated healthcare organization. He/she will be a person of the utmost integrity and possess outstanding people skills. The CEO will place an extremely high emphasis on maintaining and enhancing excellent physician relationships throughout the system. Further, he/she will ensure a continued culture of outstanding quality of care and customer service.

Key Responsibilities

The CEO will be responsible for the following:

  • Provides exemplary, innovative, and inspired executive leadership for Presbyterian Healthcare Services as one of the nation’s leading and top performing integrated healthcare systems.
  • Assists all PHS constituents, both internally and externally, in continuing to build and develop an efficient and effective healthcare system. With the pending approval of Medicaid Direct Payment Reimbursement, the CEO will continue to leverage value-based care and accelerate population health strategies through PHP serving 600,000+ commercial, Medicare Advantage, and Medicaid members.
  • Serves as the primary initiator for the health system’s strategic direction, and in partnership with the Board of Directors, establishes the vision, formalizes strategies, and ensures implementation of plans to support them.
  • Articulates the vision and strategic direction for PHS, advancing the organization’s track record as an innovator in healthcare delivery, health insurance/population health management, and clinical excellence.
  • Advances PHS’ purpose of improving the health of the patients, members, and communities it serves by actively supporting and incorporating the purpose, vision, culture, strategy, and values of the organization into the daily activities of those who care for patients.
  • Continuously assesses the healthcare competitive landscape. Proactively leads business development initiatives and takes advantage of win-win partnership opportunities to build/grow market share and to expand PHP membership.
  • As healthcare transformation and external market forces unfold, the CEO will need to be flexible to guide PHS through the changes.
  • Promotes a positive and constructive relationship between the Board of Directors and executive leadership, providing an appropriate level of communication and seeking guidance as needed to support the needs of the organization.
  • Ensures that PHS achieves positive financial performance for the investments required of its mission and strategy; develops and achieves budgetary, financial, quality, and operational goals. Continues to leverage the back-office business strategy to streamline and capitalize on internal efficiencies to lower costs.
  • Ensures programs and services in aggregate meet or exceed financial performance benchmarks to generate capital needed to grow and strengthen the organization and its financial position.
  • Further develops PHS’ brand as a leading healthcare system with a well distributed and integrated array of high quality, cost-effective healthcare services; promotes PHS as a destination for employees and patients.
  • Communicates to both internal and external constituencies the innovation, strategy, and quality differences or “value-add” that PHS brings to managed healthcare.
  • Serves as an effective ambassador to the communities and the regions in which PHS operates by engaging with consumers, businesses, public health, and regulatory authorities. Strengthens key relationships externally to share the story of PHS and the work that is done to improve the health of the communities served.
  • Recommends healthcare policy positions regarding legislation, government, administrative policy, and other matters of public policy. Advocates on behalf of the system pertaining to public policy issues by regularly attending/meeting with elected officials and governmental agency representatives.
  • Proactively seeks key physician input and involves physician leadership in strategic hospital/health system affairs whenever appropriate. The CEO will work tirelessly to establish strong and effective working relationships with all physicians across the health system.
  • Further engages and aligns employed and private practice physicians through mutually beneficial relationships that are grounded in shared goals and trust; champions a high-quality and economically self-sustaining medical group.
  • Provides leadership and actively supports a high-performing philanthropy program; advances a culture of giving to the organization.
  • Works closely with the Board, medical staff, and leadership team throughout PHS to enhance integration throughout the system, wherever appropriate, creating a highly collaborative team environment that shares best practices and generates opportunities for value-added integration and efficiency.
  • Creates an environment that provides for a superior, consistent member and patient experience throughout PHS.
  • Creates a working environment that focuses on open, direct, and honest communication, which allows for constructive debate. The CEO will break down silos and bottlenecks to allow for optimal system performance.
  • Fosters an environment of health equity and excellent member and patient experience while ensuring a culture of high reliability in regard to medical cost management, patient safety and quality.
  • Champions a program of ongoing quality measurement and improvement. Ensures compliance with all regulatory agencies and municipalities governing healthcare delivery laws and regulations of accrediting bodies.
  • Develops/maintains a positive, collaborative culture where all employees like to work. He/she will be a visible CEO and an effective communicator to the employees.
  • Ensures that a highly talented senior management team is consistently in place to meet the growing demands of the health system and effectively deal with the increasingly competitive healthcare market. The CEO will promote a culture of teamwork and cohesiveness.

PROFESSIONAL EXPERIENCE/QUALIFICATIONS/TRAITS

The CEO will be a highly talented healthcare executive with a minimum of 10+ years of senior executive experience within a complex healthcare organization. Experience leading multiple hospitals/facilities within an integrated health system is preferred. A strong understanding of managed care and new models of care within a payer/provider environment is highly desirable.

The CEO will have a proven track record of success in partnering with physicians to achieve clinical and operational excellence. Further, he/she will have demonstrated success in leading a health system to strong and consistent financial performance. The CEO must have the confidence and skills/abilities to maintain and further grow market share in a highly competitive environment.

Candidates should possess strong leadership skills in all aspects of healthcare administration including strategic planning, operations, patient care, finance, service line development, physician relations, physician joint-venture development, value-based and managed care, digital, AI, human capital, government relations, marketing/branding, and vendor/payer contract negotiations. A proven track record of reporting to, and/or working collaboratively with, a community-based governance structure is highly preferred.

The new CEO will be recognized as a natural leader, possess outstanding communication, listening and interpersonal skills, and be able to quickly establish credibility and rapport with a broad set of executives and constituencies. He/she must be current on healthcare trends, policies, and regulations, both locally and nationally.

Experiences/Abilities

  • Preference for prior CEO experience, having led a large, complex, integrated health system of at least $2B in revenue to strong and consistent financial performance, with the operational expertise to run a complex hospital/health system. Possesses deep understanding of all aspects of healthcare system management, value-based care and managed care, regulatory bodies, and lawmakers, as well as market trends.
  • A track record of successfully achieving results through compelling leadership, strategic capability, vision, and effective culture building.
  • Demonstrated track record of creating and executing a compelling, long-term strategy, based on the vision of where the healthcare market will be in the future, combined with calculated and intelligent risk taking in a healthcare delivery system.
  • Experience working effectively with boards, senior management teams, community leaders, government officials, and consumer groups to achieve results.
  • Evidence of success in implementing and maximizing growth initiatives in a complex, competitive market, as well as the ability to look beyond a business’ current context for opportunity. Strong M&A experience is desirable.
  • Proven ability to work with physicians to align toward Value Based Care models including compensation design, alternate clinical sites of care & practices, and community health initiatives to address the health of the communities holistically.
  • Demonstrated success and commitment to elevating the quality and service excellence of consumer service businesses of size and magnitude.
  • A track record of engaging with donors and other constituents to advance philanthropic efforts.
  • A highly effective communicator and listener at all levels of an organization as well as within the community. Builds extraordinary external relationships with government officials, CMS, community organizations, employers, and regulators.

Education and Licensure

  • An advanced degree in health services, business administration, or related field (MBA, MHA, MBA/MD or equivalent) is preferred.
