Purpose of the Position
The President and Chief Operating Officer (President) is a champion for the hospital and responsible for the delivery of the highest quality healthcare, strategic leadership, and fiscal health for Carroll Hospital. She/he will serve as a high-level partner to the LifeBridge EVP/COO to continue to achieve growth strategy for the region and patient experience and strategic goals. The President will provide visionary leadership to build and maintain an environment which attracts and retains employees committed to continuous quality improvement, innovation, and creative problem solving. Key functions include:
• Responsible for administering the overall operation of the Hospital through policies and practices established by the Board of Directors.
• Responsible for the development, applications, and implementation of strategies, plans, policies, and procedures and the implementation of effective control and utilization of the Hospital's physical, human, and financial resources.
• Is the direct liaison between the Board of Directors, Medical Staff, management, and staff of CHC and Carroll County Health Services, Inc. , Carroll County Foundation, and Carroll County Med Services.
• Participates as an ex-officio member of the Hospital, Medical Staff, and department committees whose purposes indicate a need for input.
• Ensures the Board of Directors is informed about operational issues and trends, pertinent legislative, accreditation, licensing, regulatory issues, and community relation issues.
• Ensures that all services are delivered in accordance with the mission statement and SPIRIT values of Carroll Hospital Center.
Essential Duties and Responsibilities
Strategic Leadership:
• Develop and execute a comprehensive strategic plan aligned with the hospital's mission and vision, including market analysis, growth strategies, and new service development.
• Lead the development and implementation of key performance indicators (KPIs) to monitor operational effectiveness and quality of care.
• Foster strong relationships with key stakeholders including physicians, community leaders, payers, and regulatory agencies.
Operational Management:
• Oversee day-to-day operations across all hospital departments, including clinical services, ancillary services, administrative functions, and support staff.
• Ensure efficient resource allocation, budget management, and cost control to optimize financial performance.
• Monitor and address quality improvement initiatives to maintain high standards of patient care and compliance with regulatory requirements.
Clinical Quality and Patient Experience:
• Champion patient-centered care initiatives to enhance patient satisfaction and experience.
• Collaborate with medical staff leadership to drive clinical quality improvement programs and achieve positive patient outcomes.
• Foster a culture of safety and risk management throughout the hospital.
Human Resources:

Education and Professional Qualifications
