THE OPPORTUNITY
Froedtert ThedaCare Health (FTCH), a $7+B integrated, not-for-profit healthcare delivery system headquartered in Menomonee Falls, Wisconsin (greater Milwaukee area), is seeking an experienced leader to serve as Executive Vice President & Chief Financial Officer (CFO). This is an outstanding career opportunity for a strategic and results-oriented financial executive to join one of the most highly regarded health systems in the United States. The CFO will serve as a strategic business partner to the CEO and to the Board and will be a key member of the executive leadership team, helping to lead the health system through its next phase of growth and success. The successful CFO will be a highly collaborative team player and serve as an innovative leader, playing an integral role in driving continued value for the organization and for all patients served by FTCH. The CFO will oversee all financial functions for the health system and lead a strong finance team to achieve outstanding performance for the health system.
THE ORGANIZATION
Froedtert ThedaCare Health (FTCH), formed through the January 2024 combination of Froedtert Health and ThedaCare, encompasses 25,000+ employees and 3,400+ providers, offering comprehensive services in 18 hospitals and in more than 360 outpatient locations including primary care health centers and clinics. Its Health Plan division is undergoing rapid growth and currently serves more than 170,000 members. The system’s presence spans nearly 200 miles in Wisconsin, from Kenosha in the south and Shawano in the north. The new parent board of FTCH is comprised of 17 members: 7 from the legacy ThedaCare Board and 10 from the legacy Froedtert Health Board.
REPORTING RELATIONSHIPS
The EVP & CFO reports to the President & CEO of Froedtert ThedaCare Health. Direct reports to the CFO include: SVP Finance and Treasury, VP Supply Chain, VP Managed Care and Revenue Cycle, VP Regional CFO for the North Region, VP Regional CFO for the South Region, VP Finance Analytics and Decision Support, and VP Facilities and Real Estate.
POSITION SUMMARY
KEY RESPONSIBILITIES
The Executive Vice President & Chief Financial Officer (CFO) serves as the executive with ultimate accountability for the provision of the overall financial direction for Froedtert ThedaCare Health and is responsible for the critical revenue cost drivers of the organization consistent with the System’s quality service and consumer experience standards and expectations. The CFO will:
- Coordinate development and implementation of the strategic and tactical plans designed to meet the current and future financial requirements of the System while also strengthening and growing the resources of its member organizations both individually and collectively.
- Serve as a key strategic growth, business development and risk management leader within the System.
- Serves as the strategic financial adviser to the Board of Directors, Finance Audit Committee, Investment Committee, System administration, local hospital administration, employed medical groups, joint ventures and physician partners, as appropriate, to develop and maintain the System's strategic plan.
- Establishes annual operating and capital budgets with a balanced approach to ensure FTCH’s overall financial success and maintain positive bond ratings, with a careful focus on long-term cash flow and debt capacity.
- Provides financial leadership and direction in achieving the System's strategy for planned regional growth and development. Works closely with System executives to foster development, revenue growth, expansion of managed care relationships, and creation of joint venture opportunities. Develops relationships with other provider systems throughout WI, the region and the country as well as other healthcare organizations such as payors, consultants, disrupters, investors, technology providers and ancillary service providers in order to advance the business interests of the System.
- Responsible for the overall financial relationships with the Medical College of Wisconsin and other members of the Milwaukee Regional Medical Center. Provides leadership in the development and implementation of mutually beneficial financial and clinical relationships between System members, the Medical College of Wisconsin and/or other partners.
- Provides executive oversight of the System's treasury functions and balance sheet activities including cash debt and investment management. Plans, coordinates and oversees all activities with respect to the incurrence of debt. Provides creative leadership in accessing and working with the capital markets to ensure the System's continued ability to expand and or replace its capital assets. Working with the Investment Committee, aligns the investment portfolio with the overall financial and risk goals of the organization, including a growing early-stage investment portfolio. Responsible for the System's activities related to capital allocation and growth.
- Provides finance executive oversight including the maintenance of adequate system wide internal accounting controls and the accuracy of system wide monthly annual consolidated financial statements prepared in accordance with Generally Accepted Accounting Principles GAAP related statistics and other financial reports.
- Represents the System in negotiations, discussions, business development efforts, and various working arrangements with external parties including but not limited to attorneys, insurers, brokers, underwriters, auditors, bankers, rating agencies, consultants, representatives of federal state and county agencies, and representatives of the Medical College of Wisconsin other members of the Milwaukee Regional Medical Center and current and prospective business partners.
- Provides executive oversight of the System's revenue cycle operations as well as strategic payor relationships including commercial and government payors.
- Develops strategic partnerships and strategies for the System's value-based payment reimbursement initiatives and the assumption of risk.
- Actively involved with Vizient, Wisconsin Hospital Association, HFMA and other similar entities to ensure that the System's interests are well represented while also benefiting from the resources available.
- Assists the System's CEO and President by providing routine oversight and assistance as needed to the System's Chief Compliance Officer.
- Align financial strategy with the health system’s mission to improve community health outcomes through population health initiatives.
- Lead financial planning for population health / value-based care initiatives, including risk-based contracts, shared savings programs, bundled payments, and care coordination.
- Oversee financial modeling and risk assessment for population health programs, including ACOs and CINs.
- Support payer-provider alignment by negotiating contracts that incentivize quality outcomes and cost efficiency.
THE CANDIDATE
IDEAL EXPERIENCE AND QUALIFICATIONS
- A minimum of 15 years of directly related health care experience is required, including serving in a significant leadership capacity managing the financial functions of a large integrated health system and/or academic medical center environment.
- Experience in an integrated multi-entity campus with both academic and community hospitals and physician practices is highly preferred.
- Must have a proven track record of success in leading profitable financial operations for a multi site, multi-service line, and sophisticated healthcare enterprise in a competitive market.
- Strong knowledge and skills across all aspects of the finance function (financial operations, budgeting, strategic financial and capital planning, revenue cycle, treasury/investments, decision support, IT systems, etc.).
- Experience in assessing and analyzing merger and acquisition (M&A) opportunities and partnerships/affiliations.
- Well-versed in the healthcare industry, more broadly, with the ability to utilize market trends to influence strategic planning and remain forward-thinking with innovation, all while keeping a measured, business focus on ultimate success for the organization and community.
- Must have a strong understanding of and demonstrated skills in leadership, strategic management, change management, communications, team building, continuous quality improvement, problem solving, decision making, innovation, financial management, and stewardship of resources.
- Experience in innovative risk bearing contracting (accountable care organizations, clinically integrated networks, HMO, PPO, Medicare Advantage, capitation, etc.).
- Skilled negotiator who maintains strong relationships with payors, physicians, business partners, colleagues, and others.
- Able to influence and generate consensus, reaching across organizational boundaries to collaborate and achieve objectives.
- Excellent verbal and written communication skills to communicate with a variety of individuals, including the executive team, board members, physicians, the public, and external agencies and organizations.
- Demonstrated expertise in value-based care models, including shared savings, bundled payments, and capitation arrangements.
- Proven ability to evaluate and manage financial risk in population health contracts across government and commercial payers.
- Track record of strategic financial planning that aligns with population health goals and community wellness initiatives.
- Skilled in contract negotiation and payer relations, including alternative payment models.
