OneTogether Solutions was founded by a team with decades of experience in healthcare and Tribal business operations, united by a shared commitment to addressing one of the most urgent public health crises facing Native American communities: opioid addiction. From the beginning, OTS was built on the belief that culturally competent, community-rooted care—delivered in true partnership with tribal nations—could save lives and restore dignity.
The organization’s model centers on collaboration, sustainability, and wraparound care. OTS doesn’t just build clinics—it builds trust, infrastructure, and long-term capacity. Today, OTS manages three operational OTPs in California and Washington, serving over 1,100 patients with integrated services that include Medication-Assisted Treatment (MAT), mental health care, limited primary and urgent care, and patient navigation. These clinics are more than treatment centers—they are healing hubs, designed to meet the full spectrum of patient needs. Two more clinics are close to being open as well and will provide the company with a total of five.
OTS has earned a reputation for excellence in every phase of clinic development and operations. From navigating complex permitting and regulatory processes to building deep relationships with tribal councils and Indian Health Services (IHS), the organization has demonstrated its ability to deliver results across jurisdictions. A fourth clinic is anticipated to be under OTS management in Winter 2025/2026, and a fifth is pending final IHS approval, with additional sites under active consideration.
Operationally, OTS runs with discipline and precision. Clinic utilization and patient retention consistently exceed industry benchmarks, reflecting both the effectiveness of the care model and the trust built within the communities served. Financially, the organization is on solid footing, with steady revenue growth supported by diversified funding streams—including Tribal 638 programs and federal reimbursements. Its success is driven by a high-performing team, standardized processes, and a deep understanding of both the clinical and cultural dimensions of tribal healthcare.
But the impact of OTS goes far beyond metrics. Communities are seeing tangible improvements in access to care, reductions in overdose rates, and stronger tribal health infrastructure. These outcomes reflect the organization’s unwavering commitment to healthcare sovereignty and whole-person healing.
Looking ahead, OTS is entering a new phase of growth. The team is focused on expanding its footprint, scaling its proven model while maintaining the quality and integrity that defines its work. Operational excellence remains a top priority, with efforts underway to standardize clinic management and enhance consistency across all sites. Workforce development is also central to the strategy, with investments in training, technology, and support to ensure staff are equipped to deliver exceptional care.
At the same time, OTS is stepping into a leadership role in tribal healthcare policy. By working proactively with IHS and tribal councils, the organization is advocating for regulatory simplification and reforms that truly serve Native communities. OTS currently manages three clinics:
- New Life Clinic in Ukiah, California with Pinoleville Pomo Nation. Opened September 2021.
- Revive Pathway in El Cajon, California with Viejas Band of Kumeyaay Indian. Opened September 2023.
- Cedar Wellness Center in Tacoma, Washington with Puyallup Tribe of Indians. Opened May 2024.
A fourth OTS-managed clinic is anticipated in Winter 2025/2026. A fifth clinic that OTS developed is awaiting IHS approval for final development and OTS management.
Tribal Partners
Pinoleville Pomo Nation
The Pinoleville Pomo Nation (Pinoleville) is a federally recognized tribe located in Mendocino County, California, with deep roots in the Potter Valley region. Known for their rich cultural heritage, the Pinoleville people traditionally relied on the land for sustenance and are renowned for their intricate basket weaving and storytelling traditions.
After losing federal recognition in 1958, Pinoleville successfully regained its status in the 1980s through legal action led by tribal member Tillie Hardwick. Since then, Pinoleville has focused on reacquiring ancestral lands and revitalizing its cultural identity.
Today, Pinoleville is actively engaged in initiatives that support language preservation, vocational rehabilitation, and economic development, including plans for a gaming enterprise. As part of the broader Pomo cultural group, Pinoleville continues to honor its traditions while working toward long-term sustainability and community empowerment.
Viejas Band of Kumeyaay Indians
The Viejas Band of Kumeyaay Indians (Viejas) is a sovereign tribal nation located in San Diego County, California, with ancestral ties to the region dating back over 10,000 years. Historically known as Diegueño during the Spanish mission era, the Kumeyaay people have long sustained themselves through farming, hunting, and gathering, while maintaining a deep spiritual connection to the land.
Governed through a participatory democracy, Viejas operates under a General Council and an elected Tribal Council, balancing modern administration with traditional values. Viejas actively preserves its cultural heritage through storytelling, song, dance, and language revitalization, while protecting sacred sites and ancestral lands.
Economically, Viejas has developed a diverse portfolio of enterprises—including the Viejas Casino & Resort, retail outlets, and hospitality ventures—that support tribal self-sufficiency and community programs. Their investment in renewable energy infrastructure reflects a forward-thinking approach to sustainability and long-term growth.
Viejas is also deeply engaged in regional advocacy and philanthropy, supporting schools, civic organizations, and Native communities across California. Puyallup Tribe of Indians
The Puyallup Tribe of Indians (Puyallup) is located in the Puget Sound region of Washington State. Known as "the people at the bend of the river," they have lived in the area for thousands of years. Puyallup was formally recognized in 1936 under the Indian Reorganization Act, with their reservation established earlier through the Treaty of Medicine Creek in 1854.
The Opportunity
- Lead and communicate a compelling vision for OTS, ensuring alignment across the organization with its mission, goals, and strategic priorities.
- Provide day-to-day leadership of the OTS Leadership Team, fostering collaboration, accountability, and high performance.
- Oversee the development and execution of OTS’s annual performance goals, presenting to the Board for approval and ensuring alignment with long-term objectives.
- Conduct performance reviews for all executives and collaborate with the Board on compensation strategies and decisions.
- Ensure delivery of high-quality, cost-effective management services to Tribal clients, maintaining operational excellence and fiscal discipline.
- Approve clinic contracts exceeding one year in duration, ensuring alignment with strategic and financial goals.
- Serve on the OTS Governing Board alongside the Board of Directors and external medical consultants to guide major operational decisions impacting clinic performance and sustainability.
- Partner with the Board and Chief Relationship/Revenue/Risk Officer to drive business development efforts, including client identification, engagement strategy, and presentation oversight.
- Approve insurance policies and risk management strategies to safeguard organizational and client interests.
- Collaborate with the COO to oversee technology services provided to clinics, ensuring compliance with regulatory standards and alignment with operational needs.
- Lead new clinic development and launch activities, ensuring readiness and strategic fit.
- Maintain and update policies and procedures governing clinic administration and service operations in partnership with the Governing Board.
- In collaboration with the CFO, make staffing decisions for VP-level roles and below, with Board approval for salaries exceeding $100,000.
- Provide financial oversight for OTS and managed clinics, ensuring fiscal responsibility and transparency.
- Support capital-raising initiatives and approve annual clinic budgets and unbudgeted expenditures over $10,000.
- Approve financial policies and procedures and oversee hiring and termination of OTS accounting personnel.
People and Culture Leadership
- Partner with the SVP of People Operations to approve and oversee Human Resources policies and practices, ensuring compliance and excellence.
- Lead efforts to build a high-performing, inclusive, and service-oriented culture across OTS.
- Collaborate on leadership hiring decisions and job description development for new roles, ensuring strategic alignment and organizational fit.
- Establish strong, respectful relationships with Tribal Councils and clinic leadership, demonstrating cultural sensitivity and a deep commitment to tribal sovereignty. Reinforce the mission of Tribal 638 healthcare as a means of restoring long-promised access to comprehensive care for Native communities.
Professionalize the Organization
- Evaluate and refine the executive leadership structure to support operational excellence and scalability. Partner with People Operations to formalize HR processes across clinical, compliance, and IT teams, and implement performance management systems to drive accountability across headquarters and remote staff.
Ensure Financial Stewardship and Strategic Growth
- The CEO must oversee budgeting, encounter rate revenue models, and capital planning to ensure financial sustainability. Leading new clinic development and ensuring transparent, mission-aligned financial partnerships with tribal entities will be key to expanding impact and trust.
Design and Implement Medical Services across all Clinics
- The CEO must oversee the strategic planning, development, and implementation of an effective, patient-centered healthcare services plan. The business structure and operational needs of the expanding medical services will be managed alongside the medical practices, policies, and procedures overseen by tribal medical staff.
The Candidate
Professional Experience and Competencies
The CEO of OneTogether Solutions will bring 10+ years of executive leadership experience. Experience working with or within or closely with healthcare organizations and government agencies is strongly valued. Familiarity with tribal communities or Native heritage is appreciated but not required; cultural humility and respect for tribal sovereignty are essential. Preferred experience includes:
Medical Clinic Experience
- Proven experience leading medical clinics, partnering with clinical leadership, and building high-quality multispecialty practices.
Government Relationships
- Experience working directly with State, Local, or Federal Governments or leading organizations that worked in service of governmental agencies or institutions.
Mission-Driven Leadership
- Proven ability to lead, scale, or partner with organizations serving underserved populations, with experience in behavioral health, primary care, FQHCs, or other adjacent governmental programs.
Tribal & Community Engagement
- Skilled in building trust-based relationships with tribal councils and aligning decisions with community priorities.
Government & Regulatory Acumen
- Experience engaging with agencies such as CMS, HRSA, SAMHSA, or DEA, with strong understanding of compliance and funding mechanisms.
Operational Excellence
- Track record of managing multi-site healthcare operations, integrating new clinics, and overseeing compliance and EHR systems.
Financial Stewardship
- Ability to manage high-margin operations responsibly, reinvesting in services and infrastructure that support sustainable growth.
Strategic Growth
- Experience in clinic development, site selection, and launch execution in partnership with tribal entities.
Executive Presence
- Strong communicator and influencer, capable of leading through complexity and positioning OTS for long-term sustainability.
Education: A bachelor’s degree is required. A master’s degree in business, public health, healthcare administration, or a related field is preferred. Degree(s) must be obtained through an accredited institution.
