Purpose of the Position
The Vice President for Strategy, Planning and Communications (VP/SPC) oversees the Communications Department, including public relations, creative design, PGCC TV, and social media, as well as marketing, strategy, planning, and project management. This position is responsible for building internal momentum and developing Prince George’s Community College’s plan for sustainability. The VP leads institutional strategic planning efforts and fosters organizational change to advance the mission and priorities of the college. The VP partners with staff, faculty, and executive leadership to address gaps, trends, and opportunities for enhanced services. The VP of SPC will serve as a strategic advisor and key aide to the President and executive leadership team and will direct, coordinate and facilitate the implementation and management of key strategic initiatives. This position oversees the Project Management Office, fostering excellence in project execution and strategic plan implementation. Additionally, the VP establishes performance monitoring and reporting frameworks to evaluate the impact of strategic and project management efforts, ensuring continuous improvement and institutional effectiveness. Overall, the VP partners with internal and external constituents to strengthen the college’s role in economic development, innovation, strategic position and sustainability. Serves as a strategic advisor and key aide to the President and executive leadership team and will direct, coordinate and facilitate the implementation and management of key strategic initiatives related to external workforce and philanthropic partnerships.
Essential Functions
• Provides executive leadership, strategic vision, and guidance for the Strategy and Project Management Office (SPMO), ensuring all initiatives align with and advance the College’s mission, vision, and strategic priorities.
• Develops and champions a long-term vision for institutional strategic planning and project management excellence, fostering a culture of high performance, innovation, and accountability.
• Leads the development, implementation, and continuous refinement of the College’s strategic plan, ensuring alignment with institutional priorities, measurable outcomes, and sustained mission impact.
• Oversees the Project Management Office to deliver exceptional project management services that drive institutional effectiveness and innovation across all College divisions.
• Establishes and institutionalizes project management standards, methodologies, and tools that enhance operational excellence and institutional agility.
• Provides strategic leadership and oversight to Communications and Marketing, advancing an integrated, forward-looking communications strategy that amplifies the College’s reputation and mission impact across all audiences.
• Crafts and champions breakthrough institutional strategies for academic and workforce innovation, including new revenue-generating programs, market expansion, and partnerships that drive growth and sustainability.
• Serves as a principal advisor to the President on emerging trends, innovation ecosystems, competitive positioning, and institutional sustainability.
• Institutionalizes strategic innovation processes, metrics, and capabilities to continuously enhance the student and stakeholder experience and drive institutional excellence.
• Fosters strong cross-campus collaboration and alignment with faculty, staff, administrators, and College leadership to advance research, innovation, entrepreneurship, and community engagement.
• Serves as a College-wide entry point and catalyst for innovation and strategic planning initiatives, advancing an integrated institutional vision.
• Provides strategic oversight, supervision, and performance evaluation for assigned departments and staff.
• Partners with the President and senior leadership to drive execution of critical business initiatives and high-impact projects that advance institutional priorities.
• Leads structured analysis and facilitate alignment among senior stakeholders to ensure timely, mission-aligned execution of institutional projects.
• Designs and leads strategies to assess, monitor, and continuously enhance the quality, alignment, and effectiveness of College operations, ensuring strategic coherence and regulatory compliance across local, state, and federal requirements.
• Provides leadership in the allocation of resources and oversight of implementation efforts to ensure effective execution of institutional priorities, progress tracking, and transparent reporting of outcomes.
• Complies with the State of Maryland ethics requirements, including annual financial disclosure with the Maryland State Ethics Commission.
• Performs other duties as assigned in support of the President’s and the College’s mission and strategic direction.

EDUCATION AND EXPERIENCE
• Terminal degree from an accredited institution required.
• Five years of full-time experience in the professional area in higher education.
• Must have supervised personnel and administered programs directly related to professional area for at least five years.
COMPENSATION AND BENEFITS
• The targeted salary range for this role is $160-180k and will be commensurate with experience. In addition to a competitive salary, PGCC offers a comprehensive benefits package.
