Position Summary
The Vice President of Quality & Clinical Effectiveness is a system-wide executive leader responsible for defining, governing, and advancing Care New England Health System’s enterprise strategy for quality, patient safety, and clinical effectiveness. This role provides overarching leadership to ensure the consistent delivery of safe, equitable, evidence-based, and patient-centered care across all Care New England operating units, supporting the organization’s mission, strategic priorities, and long-term sustainability.
Reporting to the Chief Clinical & Academic Officer, with a dotted-line relationship to the President & Chief Executive Officer, the Vice President serves as a principal advisor to the executive leadership team and the Board on matters of quality performance, regulatory readiness, clinical outcomes, and organizational risk. The role has accountability for establishing and sustaining enterprise governance structures, performance management systems, and reporting frameworks that enable transparent oversight and informed decision-making at the highest levels of the organization.
The Vice President plays a central role in advancing Care New England’s evolution as a High Reliability Organization, embedding Just Culture, accountability, and continuous improvement into the fabric of clinical and operational practice. Partnering closely with physician leaders, nursing leadership, operational executives, and system stakeholders, the Vice President translates data, regulatory requirements, and best practices into actionable strategies that drive measurable improvements in outcomes, patient experience, and value, while reducing unwarranted clinical variation and enhancing system reliability.
This leader is responsible for aligning enterprise quality strategy with clinical operations, academic priorities, and system integration initiatives, ensuring consistency of standards while respecting the unique missions and care environments of each operating unit. Through strong collaboration with Medical Affairs, Operations, Compliance, Risk Management, Regulatory Affairs, and Information Technology, the Vice President ensures quality and safety principles are embedded across care delivery, digital transformation, performance improvement, and external reporting.
In addition, the Vice President provides executive oversight of enterprise quality analytics, externally reported performance measures, pay-for-performance programs, and accreditation readiness, and regularly presents performance results to executive leadership and the Board. Through disciplined execution, strategic leadership, and trusted partnership, the Vice President of Quality & Clinical Effectiveness plays a critical role in strengthening Care New England’s clinical excellence, regulatory performance, and reputation for high-quality, reliable care.
Key Responsibilities
- Develop and lead the enterprise quality and clinical effectiveness strategy aligned with system goals
- Serve as an executive advisor to senior leadership and the Board on quality, safety, and clinical outcomes
- Establish and oversee governance structures for quality improvement and clinical effectiveness initiatives
- Ensure impactful, concise Quality Committee meetings and regularly present quality performance to the Board
- Oversee system-wide quality programs, including patient safety, patient experience, and collaboration with Risk Management
- Ensure compliance with all regulatory and accreditation requirements (CMS, Joint Commission, FDA, ISO, and applicable state and federal agencies)
- Ensure high-quality root cause analyses, corrective action plans, and system-wide safety initiatives are consistently executed
- Drive adoption of evidence-based practices, clinical pathways, and standardized models of care
- Lead initiatives to reduce unwarranted clinical variation and improve outcomes across the system
- Partner with physicians and clinical leaders to design and implement best-practice care models
- Define, monitor, and report enterprise quality, safety, and clinical performance metrics
- Leverage analytics, dashboards, benchmarking, and externally reported data to guide decision-making
- Report quality and outcomes performance to executive leadership and the Board
- Negotiate, monitor, and oversee externally reported data and pay-for-performance contract
- Champion High Reliability, Just Culture, Lean, Six Sigma, and other performance improvement methodologies
- Foster a culture of continuous improvement, transparency, and accountability
- Scale successful pilots and innovations across the organization
- Lead and develop multidisciplinary teams, including quality, clinical analytics, patient safety, and performance improvement professionals
- Partner with Medical Affairs, Operations, Compliance, Regulatory, and Information Technology teams
- Engage physicians, nurses, and clinical leaders to drive alignment, adoption, and sustained improvement
Qualifications
- Master’s degree required
- Advanced degree required (MD, DO, PharmD, RN with MSN or DNP, MPH, PhD, or equivalent)
- Licensure and/or certifications as appropriate to clinical background
- Minimum of 8 to 10 years of progressive leadership experience in quality, clinical effectiveness, infectious disease oversight, or healthcare operations, with executive-level responsibility for leading enterprise-wise quality and safety initiatives
