The Prince Rupert Port Authority (“PRPA”) is a federally mandated agency established under the Canada Marine Act (1998). It is responsible for operating and managing the Port of Prince Rupert, Canada’s northernmost west-coast port. PRPA oversees the port’s federal lands and waters, ensuring safe, efficient, and sustainable trade through one of North America’s deepest natural, ice-free harbours.

Over the years, PRPA has become one of Canada’s most dynamic port authorities. According to its 2024 Annual Report, the organization generated CA$74.58 million in revenue, CA$29.74 million in net income, and held total assets of CA$587.01 million. These results highlight PRPA’s importance not only as a global trade gateway but also as a key economic driver for northern British Columbia and the broader Canadian west coast.
Sustainability and Indigenous partnership are central to PRPA’s mission. The Authority works closely with local Nations (including Ts’msyen, Kitsumkalum, Metlakatla, Lax Kw’alaams, and Gitxaala) to foster inclusive and environmentally responsible growth. Guided by its commitment to become a net-zero port by 2050, PRPA continues to balance economic expansion with environmental stewardship and community well-being.
The PRPA’s mandate has never been clearer or more relevant to Canada’s economic security by building a better Canada by growing trade. As the world navigates uncharted waters in geopolitical conflicts and global trade, years of strategic planning and development are culminating in the largest expansion phase in the Port of Prince Rupert’s history, with $3 billion in capital investment being activated to build new infrastructure that supports greater trade diversification, market access, and supply chain efficiency.
Major Terminals and Tenants
The Prince Rupert Port Authority manages a diverse portfolio of operations including:
- DP World Canada (Fairview Container Terminal): This terminal is a dedicated ship-to-rail intermodal facility and is an anchor tenant at the Port of Prince Rupert.
- Prince Rupert Grain Ltd.: Operator of the grain export terminal.
- AltaGas Ltd. (Ridley Island Propane Export Terminal – RIPET): Bulk liquid propane export facility
- Westview: A wood pellet exporter
- Trigon Pacific: A coal exporter
- Northland Cruise Terminal: A cruise terminal operator
Together, these facilities manage more than $60 billion in trade annually and support over 5,000 direct and indirect jobs across northern B.C. It also illustrates PRPA’s diversified cargo mix: containers, bulk goods, liquids, modules, and even cruise operations.
Strategic Projects and Future Growth
The Prince Rupert Port Authority prioritizes opportunities for expansion and building a gateway that is sustainable, well-planned, integrated and diversified.
Some featured projects are as follows:
- CANXPORT: A new containerization hub for bulk exports (forestry, agricultural and resin products) with an initial capacity of 400,000 TEUs annually.
- South Kaien Import Logistics Park (SKILP): A $100 + million Indigenous-led joint venture (with the Metlakatla Development Corporation) to develop 56 acres near Fairview Terminal for import warehousing and trans-loading.
- Ridley Island Energy Export Facility (REEF): Royal Vopak and AltaGas Ltd. have formed a new 50/50 joint venture to further evaluate the development of the Ridley Island Energy Export Facility, a large-scale liquefied petroleum gas (LPG) and bulk liquids terminal and marine berthing and loading facility.

PURPOSE OF THE POSITION
With the pending retirement of the incumbent, and in line with its long-term succession planning strategy, the PRPA is conducting a thorough internal and external search for a successor President and Chief Executive Officer (CEO). Given the PRPA’s unique mandate which extends beyond strategic leadership and management of the port, fostering collaboration among stakeholders, optimizing operations and driving sustainable growth, this role will appeal to accomplished executives who combine the leadership maturity, sectoral experience and stakeholder engagement strengths to lead Canada’s third largest, fastest growing and competitively placed port.
The CEO is the senior executive responsible for the leadership, strategic direction, and business results of the organization. Working closely with the Board of Directors (Board) and the Executive Management Team, the CEO ensures the organization sets appropriate goals, effectively manages resources to achieve them, and engages with Indigenous communities to build positive relationships and foster economic development opportunities for Indigenous Peoples. As the primary ambassador of the port authority, the CEO advances its vision, promotes its values, and positions PRPA as a leader to build a better Canada by growing trade.

Governance and Financial Oversight

- Oversees financial management, including the preparation of budgets, investment strategies, and reporting, to ensure fiscal sustainability and transparency.
- Ensures compliance with the Canada Marine Act, Transport Canada policies, and all applicable regulations.
Board Relations
- Maintains open and transparent communication with the Board, providing timely and comprehensive information on strategic, operational, and financial matters.

Year One Critical Success Factors
Within the first 12 months in the role, the CEO will:

- Build rapport and enhance transparent relationships with diverse stakeholders including all levels of government, Indigenous communities, labour unions, tenants, shipping companies and railways

THE CANDIDATE
Experience and Professional Qualifications
- Minimum of 10 years of senior executive experience in a complex, dynamic business environment.
- A relevant bachelor's degree or master’s degree is required.
- Strong understanding of the transportation, logistics, and supply chain industry within a global context and ideally including prior experience in B.C. or Canada.
Skills and Competencies
- Exceptional leadership, strategic thinking, and decision-making abilities.
- Proven ability to inspire, unite, and empower diverse stakeholders with a compelling vision and the ability to build and lead high-performing teams.
- Strong emotional intelligence, including communication, negotiation, and relationship-building skills with a demonstrated ability to build relationships, negotiate, and manage diverse stakeholder interests.
- Comfortable navigating complex regulatory environments. Knowledge of governmental regulations and policies affecting port operations will be advantageous.
- Ability to obtain security clearance under Transport Canada’s Security Clearance Program.
